No one has said that our country, its founding, or its current state is perfect. However, there are those that want to dwell in the past or on past behaviors of individuals in an effort to justify their current poor behavior. To expand upon your example, the black community is still attempting to blame slavery and Jim Crow era treatment of blacks for the current state of the black community.

The flag stands for what is best in us as a country. It does represent our ideals and what we strive to be. there are those like Kaepernick that want to say it represents slavery, because that happened during the history of our nation. It's a fallacy of argument.

Is it dwelling on the past or dwelling on the perpetuation of historical conditions? Which one is it?

The flag represents everything that has happened under it. The good and the bad. Whether that is the valor of our soldiers or original sin of slavery.
