a lot of factors
our government-influenced financial system basically creating housing bubble after housing bubble doesn't help
section 8 completely skews rental costs, which in turn affects housing costs
migration from the burbs back to cities
issues with real wages in the face of inflation

Most millenials view home ownership as them being anchored to a city. In this economy it helps being able to move around free from worrying about selling your house.
Also renting means you don't need to know how to fix things around the house/apartment
