notify the shop owner he's got 10 days to replace or refund your cart in a manner acceptable to you or you'll be hiring a lawyer and suing him directly. Nothing else to do, his insurance policy is his problem. you have to sue the shop.

Ever seen Denzel in "Man on fire"?

The email only states that they are NOT LIABLE for loss incurred by their client and if I think they are wrong that I can send any new information they need and they will look it over
This means "we're not paying it" and hoping the customer will not looking into it further. Once your lawyer is in contact with them they'll change their tone.

Sooo. You didn't have it covered with your insurance company either?

We had police report filed and turned into shop owners insurance.
Got an email from the shops insurer stating they don't feel they are liable and are NOT paying for anything.
What's my next step? Do I have any other options outside of lawyer?
Yeah, sue his arse under the theory of deposit and sequestration. This was an onerous deposit. The guy has a duty to act reasonably to get your cart back to you. Securing the cart from theft is a part of his duty. Threaten to sue the insurance company too for bad faith non payment. That will get the insurance company moving.

I didn't know you COULD get Comprehensive on a golf cart.

I did not have separate insurance on the golf cart and doubt that most people do.
Even after this, I will not have insurance on the golf cart.
Thanks for the responses on this guy's. I will be making a few calls to the owner and give him a chance to make it right first.
Afterwards, I will do what I need to as far as lawyer
