BR Marine reserve unit is waiting for the call

Wants to get involved with response but is stuck waiting for state to request assistance. Unit has 7ton trucks that can operate in 5 plus feet of water. The governor needs to get them involved.

Governor will not hand control of situation to President.

Commander has immediate response authority for his area. The Title 32 folks will be involved well before the Title 10 guys do though.

The governor doesn't control the Reserves.

The governor can request help from the Federal Government, which can eventually lead to a Reserve unit being directed to help.

However, a Reserve unit is not the Governor's call.

Excuse my ignorance but the national guard can be called but the reserves can't until the governor request president to get military involved? Isn't national guard part of military to some degree?

Saw several personnel transport type military trucks heading to BR yesterday. Enough to make a note. Related to this? Staging? Just coincidence?
