Wants to get involved with response but is stuck waiting for state to request assistance. Unit has 7ton trucks that can operate in 5 plus feet of water. The governor needs to get them involved.

Federal troops will not be used.
Governor will not hand control of situation to President.

Blanco taught him that

Commander has immediate response authority for his area. The Title 32 folks will be involved well before the Title 10 guys do though.

The governor doesn't control the Reserves.
The governor can request help from the Federal Government, which can eventually lead to a Reserve unit being directed to help.
However, a Reserve unit is not the Governor's call.

Title 10 can be authorized for use other than support to DSCA with weapons upon Stafford Act authorization, though.

quote:He has the authority with those active duty personnel he has assigned. We did it when I was a company commander in 10th Mountain Division responding to an ice storm in northern New York. However, he does not have the authority to call up his reservists (Title 10). That is the issue.

There is truth to that, but "support to DSCA" is...um...wrong. DSCA is the support.

The Guard has the equipment and expertise for this. High water rescue first then once the water goes down commodity distribution.

I saw a PBS special about a year ago on how the military supports government emergencies.
I wasn't being a dick about correcting the other poster. There's no need for you to be one.

Just start operating baw. Better to ask for forgiveness that it is to ask for permission I always say.

Excuse my ignorance but the national guard can be called but the reserves can't until the governor request president to get military involved? Isn't national guard part of military to some degree?

Saw several personnel transport type military trucks heading to BR yesterday. Enough to make a note. Related to this? Staging? Just coincidence?

Guard is State's military and are in the service of the Governor.
Governor can loan them/place them under authority of President, but President is not their Commander-in-Chief.

It comes down (broadly) to authorities. The governor has authority over Title 32 (National Guard) forces in the state. They do not have authority over Title 10 (federal - both active and reserve component) forces in the state. Use of Title 10 forces requires coordination with the federal government. That is the (very) simplistic way of describing it.

Both the governer and President are they're commander in chief. The president can federalize them anytime he pleases but the governer can activate them on his own. The Reserves are federal troops only and the governer has no authority over them.
