So help me understand - is he getting paid? Does he have health insurance? What is the money for?

Likely regular bills. House, car, insurance, gas, food etc.

His medical bills are paid at 100%. By law, he gets paid 66 2/3 of his gross average weekly wage. I don't know if the Sheriff's office makes up the difference. Or maybe they supplement additional pay for being shot on duty. The only problem I see is if he was working a lot of off duty to supplement his income. That might throw everything off.
