Also what happens if there are more than 16 winners?
Nobody has ever answered that question. Lets say 17 guys win a race this year, including Stewart and Earnhardt. Who gets left out?

Earnhardt has stepped down this weekend because of concussion-like symptoms. Alex Bowman relieves him in the 88 car this weekend.
I'll assume he'll be back in a week for Indianapolis, but even if he's not, why would you announce this a week in advance? It serves no one. If you (HMS) and Gordon agree to it in the event Junior is still out, fine, but this is really far out.
