Project I admittedly don't know much about college baseball recruiting, when a guy signs with that school that means it's set in stone that he's attending that school, unless he goes pro?

If a kid signs an LOI, it's only kind of set in stone that they will attend that school. Going pro is a big reason why they wouldn't. But also going the JUCO route as well. The LOI is an NCAA document. JUCOs have their own similar one for NJCAA or the two organizations out west.
A player can sign an NCAA and an NJCAA LOI at the same time and it wouldn't mess up their eligibility for either organization.
Guys also get released from the LOIs, but that's not as frequent. Typically if there is a question over scholarship dollars remaining or having an actual spot in the class, that is ironed out before the LOI is signed.
