Phones are status symbols for kids these days. Just like clothes and shoes. Teach them about the dangers of social media, put some parental controls on it. Also, I would suggest taking it away every night at a certain time. Tell him you have the right to look at it anytime you want and that it's a privilege to have one.

Pretty solid advise. Under no way should the phone be allowed to screw up homework time. And ours can't have the phone at dinner time either. That one seems like common sense, but nice seen it not happen many times

7th Grade, at minimum.
Emotionally, most kids aren't ready for phones at young ages. Only way I'd allow is for text/calls.
Phones are weapons nowadays with 24 hour access and mean arse kids.
