Watering when the sun is out helps to burn up the chlorine in the water. Also, some plants do better when their foliage doesn't remain wet for long.

I am not a specialist on this, but if you water at the hottest part of the day isn't the water going to evaporate much faster Whereas, if you water early morning or about an hour or so before sun down, the water will hold longer?
