So is there any point in buying one of these funds early in the day if the market is down a lot, or is it always better to wait until the end of the day so there are no surprises?

How much cash you got?
If a substantial amount, I would dollar cost average over a few days probably.
Intraday, the PPP will kick in and prop the markets up, or really just keep them from falling more.
But there's nothing they can do to keep them from falling again the next day...

It will always trade at the closing price.
That price can change with even 10 minutes remaining in the session, so I don't why you'd worry about it.
If you wait until the market closes, your trade won't process until end of the next session.
