I hope so. I'd hate to tell my son that the Marlin .22 I handed down to him like this one....
...will now have to be turned into the police.
And my 7 yr old daughter will be devastated to find out her Ruger .22 Plinkster that Santa brought her this past Christmas will likewise have to go.

I think 7 is a fine age to start shooting, but the thought of your daughter telling her first grade classmates how santa's elves built her a real gun is just funny to me.
