In reality, those are times from all over the City-Parish to every ER in the Parish open during that time period. They were twisting facts to fit a narrative.

Back in Woody Dumas' day NBR was markedly improved by a bond issue the four laned numerous NBR streets and a very good grid pattern was developed.

Generally speaking you can get around NBR proper much easier than SBR where there is not a good grid pattern.
