Good job Louisiana (sarcasm): statute of limitations to return overpay?

Apparently my wife is an extremely fraudulent person. 13+ years ago she bilked the great state of Louisiana of $150 due to overpayment in her $7.50/hr student job. The state finally caught on to her deceitful dealings and is requesting she repay this money within 60 days or bad things will happen (penalties, garnishments, etc..).
At this point, it's principal. How can they come back this much later and demand this repayment without proof?
Secondly, I can only imagine how much of our taxpayer money has been spent in seeking out this money.

I would imagine it's a debt and the SOL has long since passed, but that doesn't stop them from sending a scary letter.
The state has their own debt collectors and I'm finding that a lot of it is computerized. I'm sure the "cost" to send the letter was virtually zero. If they get you to pay up, it's a huge return on their money.
I'd write them back and demand proof. I doubt they will be able to find something, and if they do, I'd then claim the SOL has expired.

the state is damn near bankrupt, just chip in your $150 for our road to recovery.

I disagree. If it's proven that she in fact was paid extra, then yes, we'll repay. We're not paying from a random letter.
If I came up to you and said "hey, you owe me money from 13 years ago", would you repay it no questions asked?

If I were you I'd let the state take my house and life's savings before I'd pay $150. Totally worth it....
