Speedy, what's an alter mean? I'm new to this site since about a month ago.
Broke, when was the last time you drove around NBR? There are potholes everywhere that could cause your car to veer off the road or into another car. I've slid in mine on more than one occasion when I had to go somewhere. I've NEVER been shot at or even heard a gun shot near my house or while driving.

Gary if everyone in north Baton Rouge didn't use mid city general for common colds and doctors visits it might still be open. And because people do that a new emergency room will never reopen there.
Maybe educate your subjects about how to properly use the hospital.

The white folks in Lakeview (hi-rent NOLA) don't seem to have this problem of crashing on their neglected streets (they are possibly the worst in the state).
Maybe that's because their white privledge allows them to drive land cruisers?
I dunno--help me out with this one.
