Question about the Marvel super villains

I've seen a lot of hate toward the way the recent Marvel films have portrayed their super villains. Since I have very little knowledge of comic book characters, I looked at one site's top 100 comic book super villains. It looks to me that Marvel hasn't really had a lot to work with. Just take the top 10 for instance:
1. Magneto
2. Joker (DC)
3. Doctor Doom
4. Lex Luthor (DC)
5. Galactus
6. Darkseid (DC)
7. Ra's al Ghul (DC)
8. Loki
9. Kingpin
10. Catwoman (DC)
So out of the top 10, 5 are DC, and I'm not sure they'd be able to use Magneto or Dr. Doom based on their associations with X-Men and FF. And the same on a much lesser note to Galactus (FF) and Kingpin (Spiderman, Deadpool).
Looks to me like they just don't have a lot to work with. I enjoyed Red Skull and Loki but was very disappointed in Ultron.

Kilgrave is the best villain Marvel has put on screen so far.

I thought kingpin was just as dope even without the mind control powers
But they get like 12 hours to build up the hero and the villain on Netflix in the movie you might get 2 and a half

Yeah, the false advertising with Ultron just pissed me off to be honest.

Captain America, Nick Fury, Winter Soldier, Black Widow
shite. Now that I think about it, the heros in these movies slaughter people. Countless henchmen die everywhere in these movies, but The villains very rarely kill anyone.
In "the winter soldier" nick Fury kills ateast 20 people, Captain America does as well. And that's just with their own hands. How many people you think we're on those helicarriers they annihilated

Well, Ultron does murder everyone in the lab, in which I had to think "Oh, there he is, now take this out on the city at large". Instead he just keeps it there.

It's hard to become invested in villains when they are damn near invincible and the only villains that the marvel guys can fight have to be that way.... That's why batman villains do so well they are normal people that can be related to

I can't believe a spidy villain isn't on the list outside of kingpin.... Venom, carnage, doc ock???

Someone could reboot the X-Men correctly - do things like the Brood series (frick it, do it on Earth, a la Predator) - OR the Dark Phoenix saga (AGAIN - correctly this time, not the abortion we got). Mastermind - (if cast, written and directed properly, of course) - could be an excellent 2 or 3 picture villain.

I don't think any of those are Top 10 worthy. Only of Spidey's villains I'd think that could make it is the Green Goblin.
Edit: But Catwoman sure as hell shouldn't be in the Top 10. I'd take her off the list and put Ultron on it.

I edited. No I don't, but I'd put Ultron in that spot, not any of the ones you named. But I agree all 3 are superior.

Grant Douglas Ward/The Hive is the best Marvel Cinematic villain nobody has ever heard of.

I still don't think it's an excuse for them being so forgettable, though. I'm not expecting Marvel to create a villain on par with the Joker in TDK. I just would like to remember the villain's basic evil plot even a few days after seeing the film.

Ronan I think really pays off at the end though. If he was anything besides a two dimensional monster, I don't think the "dance-off" scene would have worked as well. His crowning moment of triumph, and it's all shat upon by Star Lord. I'll forgive Ronan for that.
