I never saw Holly as a particularly "big" personality. She always seemed pretty shy and reserved, just a little quirky. It was with Michael that her quirkiness was allowed to shine, and they both fed off of it in their own, awkward, unique, weird arse way. It's why they were perfect for each other IMO.
From the first minute she was on screen, I always felt like she was perfect for him.
Jan was always a train wreck. Always. As glad as I was to see Michael get to bang the "hot office chick/boss," that relationship was always doomed to fail, and did so in the most hilarious ways possible (Jan destroying Michael's "flat screen"? Come on..that was greatness).

Jan/Michael was a train wreck that equaled great TV. Holly/Michael were two soulmates that ended up together in the end that also equaled great TV.
ETA I will also say the Michael/Jan/Holly provided some of the most uncomfortably awkward moments in TV history. I to this day have to watch the dinner party with my finger on the FF button bc there s parts that I can't handle.
Michael Scott is arguably the greatest TV character ever.
