Yes, the operative word is "could". The nfl rookies, known as the college all stars, defeated the NFL champion a few times in the old College All Star Game, the most recent being in 1963. I believe the nfl rookies could, on occasion, beat the worst nfl team.

No. Line development would suck. Hell, if its a one game thing and they aren't given a full off season- I doubt a pro bowl team could beat an average NFL team-- the line communication is a hugely underrated part of football- knowing which way the guy beside you is going on a twist, who picks up which blitzer etc.
