no. Probably the best example of when a writer doesn't know how to write nuanced characters they just make them "evil" by any means necessary

He kills kids
He burns innocent people including a young woman in a church
He conscripts freed slaves

Do whatever you need to do to make the audience hate the bad guy, no matter what.
