The OP is right. McDonald and his broadcasting partner are only focusing on one part of the rules while ignoring the following, from the college rule book:
quote:

Game Misconduct
SECTION 15.
a. Unsportsmanlike-Conduct Rule. No coach, player or team shall at any time, whether from the bench, the coaches’ box or on the playing field, or elsewhere:
1) Incite or attempt to incite, by word, sign or actions that dispute an umpire’s decision and potentially incites a demonstration by spectators;
2) Call “Time” or employ any other word or phrase or commit any act while the ball is in play for the obvious purpose of trying to make the pitcher commit a balk. If a balk is committed, it shall be nullified;
3) Take a position in the batter’s line of vision, and with deliberate unsportsmanlike intent, act in a manner to distract the batter.

He wasn't trying to make the pitcher commit a balk, he was really asking for time, IMO.

Yes but if a pitcher stops his pitch assuming the umpire will call time, then it will be a balk. A pitcher needs to always follow through with their pitch
