Check the voltage at the outlet you're plugging into and compare it to the voltage at the breaker which you believe is the beginning of the branch circuit.

You could be plugging in to the very end of a branch circuit and there may be extra loads in the middle of the branch that are also drawing current or dropping voltage. Also check all connections and neutrals in that branch circuit.

Remember, when voltage goes down, your current's gonna go up.
