Alright, I'll talk to the power company guys when they come by to straighten my telephone pole. Had to sign a ROW paper for them to come do that, so I don't guess getting them to run new lines will be easy. It's just annoying as hell that I've got to watch what I have on just to use a power tool

You could try wiring the outlet on the other phase and see if that helps any. It's s start.
Do all of your lights dim in the house? Usually only the lights on the same phase as the saw will dim, but surely you will have lights on both phases. It's possible, maybe not likely, that one phase in your house is loaded more than the other.

My house was built in the 1950's, I had to make sure the fridge wasn't running its compressor before using the microwave.
