In St.Louis, the Charters are another option for inner city kids. Billed as better education.

Same in New Orleans?

They are more predominant now than traditional charters. A post-katrina occurrence. Their effectiveness is in question though, although on paper they are certainly supposed to be a step up from the old.

What the politicians that advocated for them promised.

Some are used to pass kids through. Some have very competitive sports teams. I've heard one in my area has kids that were expelled from public school participating in sports.

I don't think their accountability level is the same as the public schools.
