It pisses me off to no end Alleva allowed these beams to rust like that.

I doubt that's a "Weathering Steel" alloy. That type is typically used in exposed applications where future corrosion control preventive maintenance (prepping and applying protective coatings) is very expensive and access is challenging - bridges, stadiums, etc.
I think we're just looking at structural members that weren't shop primed and have been exposed to LA's rain and humidity.
