Captain America himself in the Winter Soldier movie killed more people than Ultron did.
The Winter Soldier killed more people than Ultron did.
Loki, who remains the best and most well done villain in this Marvel Universe, killed more people than Ultron did.
Ultron didn't do shite. And I agree with you.
He should've escaped and killed a few thousand people while advertising his creation by Stark whole doing it. Would've set up Civil War perfectly.

He was underwhelming and so dang disappointing. Spader had the voice and arrogance down, but he just didn't have enough screen time to destroy stuff. He should/could have been a 2-movie villain.
Whedon has a slight problem with writing really menacing villains. The best Buffy villains were always the wacky ones (not eh super soldier, who has just boring). The Operative wasn't necessarily a villain in the end. And neither was Loki.
On the other hand, terrifying villains aren't really what the MCU FILMS are really after, seemingly. Kingpin and Purple Man, though, were awesome.
