3,313 out of 49,178 ACT test takers in the class of 2014 scored a 28 or higher. (6.7%)

5,791 scored a 26 or higher. (11.8%)

7,486 scored a 25 or higher. (15.2%)

Can someone who is familiar with the law tell me how raising the ACT minimum and GPA for TOPS can be viewed as racist?
