No, it's not a penalty. Not in a million fricking years. Vardy loses the ball with a bad touch, then runs straight into Monreal who wasn't even in line with the ball. If Vardy runs in the direction of the ball he gets no where near Monreal. He knew what he was doing and the ref bought it.

I think it was absolutely a penalty. So I'm not sure about the whole million years thing.

It was a misstimed challenge and vardy made a meal of it. But that's the risk you take making a tackle inside the 18.
