I think TOPS does need work to it. I believe one thing should be if you get TOPS and don't graduate you should have to pay it back. I know a lot of kids that used it for one year and failed. This would be an incentive to 1/ Think about it before you apply, 2/ Use it properly (LSU or Technical College?) 3/ State would at least get reimbursed what it is out.

The refund is retarded. You'd spend more in administrative handling fees and collections than you would biting the bullet on the tuition.
Not to mention, the state comes out ahead considering they only had to pay one year tuition instead of 4.

I guarantee that any cuts to TOPS will be based on the student's family income/race, not student performance.
