To be fair, that discussion isn't taken seriously until you pull ALL of TOPS off of the table like they've done.

Now people are willing to deal. I've heard more people talk about LA's budget crisis in the last 24 hours than I heard in the previous 8 years combined.

This was a political move, but it works.
