Vitter wasn't running against Jindal so I'm not sure what your point is.
Vitter vs JBE is the only thing to argue about since those were the choices. Talking about Jindal (or any outgoing official) in an election is silly since you cannot undo the past and you need to look at what your choices are moving forward.
See the way people were tricked into electing Obama after Bush.
Many voters in 2008 literally thought Obama was running against Bush. Sad.
