Talked to vitter's economic advisor Tuesday. He had a plan that would have saved 1 billion without having to touch the state constitution. By cutting off thousands of the little money pots the local legislators have for pet projects.
But Edwards won't touch those because they put him there. Same with tort reform.

Where's all the Oil prices don't effect me people. Ok keep thinking that. Low oil prices are one of the main factors for this cut.
