I know several 17-21 scores and they went to law school or got their MBA. I know people with scores over 25 and are living with their mom and don't have a damn dime to their names.

Smartest guy I know has the least motivation. He was a computer engineering major at LSU and had a job lined up with AMD. He dropped out to work at Guitar Center

so do i.... the ACT is useless as a measure of intelligence..... its really more about financial aid and appropriation of funds than anything...

I think we get the point with the anecdotes. You know who everyone knows more? The low act scorers who went on to shite the bed in college and the high act scorers who succeeded and excelled there.

For its purpose, I don't see a real need to increase TOPS standards. If a school accepts a 20, then some TOPS funds should be available (again, this is based on the original intent of the fund). Schools just need to raise their standards if they want better students. Being eligible for TOPS with your 20 doesn't mean a whole lot if no school accepts such a low score.
