Still why not just buy some breast meat instead of just frozen nuggets? It's damn boneless wings.

I imagine that like any chain, they aren't breading their own boneless wings in house. They're coming pre-cut and breaded, ready to fry, in a bag. This manager probably has zero culinary knowledge or cooking experience, so making his own boneless wings likely never even occurred to him. He was probably looking for the closest thing he was used to.. Which is prebreaded frozen wings.
