I don't think anything other than the jackpot come out of the 1.5 billion? So all the other cash prizes come out of another account and the jackpot is split between the 3 winning tickets which brings up their take home cash....I think.

Yeah, the winner of the jackpot doesnt have to float me the 4 bones I won out of his winnings.
