The one they called on the Steelers early on was questionable, and they maybe should've thrown on one Shazier. But Burficts is why the rule was made. The ball is clearly incomplete, Burfict isn't trying even 1% to make a defensive play on the ball. He's trying to hurt Antonio Brown; it's not poor form on a tackle. He deliberately lowered his shoulder right where he knew Browns head would be.

You can argue that's football, and defenders should be able to punish receivers coming over the middle. That's fine. But there's no doubt the intent of the rule is to stop these straight up "I own the middle of the field. Don't come in my house if you wanna live," type of hits
