I remember back when all this happened and Eddie the Eagle was a huge story. Supposedly the embarrassment of the whole affair was so strong that the British Olympic committee made radical changes in how they trained and supported athletes just so that something like this never happened again to them.

No. It was the IOC that made the rule. My understanding was that Eddie was not viewed as an embarrassment by the British, but quite the opposite.
