If you pointed realistic looking toy guns at people in a populated area and then at a cop, you would be somewhat responsible for your actions as well. There are other factors that make this situation terrible like the no treatment and cops history, but the kid still has to have some accountability for his actions.

I'll allow that a kid in his situation possibly should have known better. Even if I put some blame on him I still think the officers should have been charged with something.
