No. And that's why Joe Jackson still isn't in the HOF. And unlike Rose, there's not even any real proof that he did anything wrong.

He should get in dead.

Or when he is so old he can't possibly be involved with a team. Or reinstatement with NO chance of being with a team in any capacity. Manager (no chance), position coach, personnel, or scouting.
