When the water heater goes out, how will they be able to afford to fix it? Or the roof leaks or the foundation sinks, or washing machine, or plumbing issues?

Renting is not necessarily the evil you make it out to be. It helps low income families not have to worry about major repairs they can't afford.

Yes and there is a pretty good program dealing with houses built using Federal tax credits that allows low-income families to "rent" a newer house at a discount. The maintenance during is passed off to the group that owns it. The one hurdle for a lot of them is that you have to have a job to qualify unlike section 8.

Basically, there is no need for the program in the OP outside of allowing people to buy houses they have no business buying.

It also keeps them paying without any equity, and costs more than a mortgage and in many cases the landlords are absentee on low income properties.
