When something goes into a chipper it gets completely chippered before the machine shuts down. Think running over a toad with your lawnmower.

Depends on the size chipper. A small one for limbs will cut a leg or arm off and you bleed out. But a big commercial one that pulls behind a dump truck would turn a human into oatmeal. There are a few videos you can find on the net of people getting sucked into the really big ones.
