It's the guys arriving on the scene as backup that you have to be wary of. Those guys unfortunately don't have the complete picture of the situation like the initial officers on the scene. A guy that is coming on the scene with adrenaline pumping but without complete situational awareness is always more dangerous in my opinion.

About 10 years ago a friend I was riding with got pulled over on a routine traffic stop. I can't recall what led up to it, but my friend allowed him to search the car. Anyway, we are standing there while the cop searched the car and my friend has his hands around his neck or head just stretching. Out of nowhere a motorcycle cop rolls up on us with his gun drawn telling us to put our goddamn hands on the frickin hood. Scared the shite out of both of us and the other cop. He was yelling at him "it's cool. It's cool. It's just a traffic stop! Put the gun down". When shite finally calmed down, we figured out that he had been riding by when he saw my friend with his hands on his head, and reacted.
