Call the cops the next time it's happening and also mention that there are always people coming and going at all hours of the night and that you've smelled pot being smoked from their balcony (may even want to throw in that you've seen kids up there too).

If they do it tonight when I have to be at work early again tomorrow I'm calling the landlord, and if I dont get an answer, I'm calling Lincoln PD. I work with heavy machinery so going to work with no sleep means I could either hurt myself or someone I work with.

No. Not at all actually. Living in a house vs apartment or owning vs renting has no bearing on adulthood.

honestly, for any bit of effectiveness will be a total pain in your arse...but if you do nothing, you will just have to live with the shite until you can move out...
you need to notify your landlord of what is going on and tell them that you are escalating this starting immediately...not likely that they will do anything, but they need to be notified.
your town probably has a noise ordinance, so every time you can hear music from their apartment, call the police...and while they are there, just let them know that they will be hearing from you every time you hear music from now on...
it is a pain in the arse if you are like me and don't really like being a jerk, but your choice is to either live with it or escalate it and get some help with it.
