This has bad news written all over it. I'd look to book a day hunt with an outfitter in the area. I bet there's someone within an hour offering day hunts.

Ok, as someone who may or may not have recently shot a rabbit with a bow in their urban back yard, I can tell you that if you aren't absolutely prefect with the shot placement all hell is going to break loose and some little kids/women may cry.

Well after doing some research I found out that it in fact illegal to bow hunt in a subdivision in comal county which is where my inlaws live.

Comal County is currently the ONLY county in the state of Texas to adopt an ordinance specifically banning bow hunting on 10 acres or less within a subdivision in the unincorporated portion of the county.This ordinance was passed in 1993.
So I guess I'm screwed as far as shooting one with a bow. However, I see nothing that says I can't use a spear!!!

You are mis-using the word "hunt". You would be deer shooting. Crap, if you can hand feed them apples why not take an apple out and just slit their throat when they come for it? If you are gonna kill pets, do it right.
