Well, they completely cheated on the emissions control for that one.
Ever wonder why Honda, Toyota, and Ford don't have small diesels in the US? Because the technology required to pass emissions costs a hell of a lot more than VW was charging. Turns out that VW wasn't innovative. They were cheating.
