Spinoff of Spinoff: Are you bullish on New Orleans (city limits)?

I see New Orleans at a major crossroads. Development is exploding like crazy as young people flock to the city from all over. However, a terrible police force, racial politics, deplorable road and drainage infrastructure, oil crunch, noise ordinances, corruption, and pushback against charter schools threaten to undo much of that.

It seems like New Orleans could bust through to be great or completely collapse and revert back to what it was prior to Katrina.
