I'm not saying you're wrong, but I can't say I recall ever seeing foreign military uniforms on any of the bases I've been to

I've seen UK Royal Navy sailors at NAS Pensacola before. Didn't ask what they were doing there though... They looked like officers so I am guessing they were pilots.

There were a lot at Fort Benning at all of the infantry schools. I would guess at least 10% of every school I went to there was foreign.
