In the 1940s the cubs had an above average following.

Starting in the 1960s, they've pretty much been average or above the NL average every year.

So I would argue it goes back well before 1984.

Your link says they were way below the NL average until '68. Then it sunk again in the late 70s and early 80s. The year the Tribune bought the club, they averaged just over 10k per game. And the Lee Elia rant was still a couple of years away.
