Like I said above, had the woman done anything that called for her being thrown to the ground, beaten, and cuffed, I'm quite certain the DA wouldn't have dropped all the charges against her.

Or the DA used common sense and realized that the video only showed her on the ground resisting, and that's what the jury/judge would see so she dismissed the charges.
DA's don't always choose which cases to pursue on if laws were actually broken.
