As you probably already know, normally you'd never have a white wire on a 2 pole switch, and since you say it controls 2 lights, I'd assume the black was switchlegs. Hard to say, but for the house to meet code that white has to be the hot. If you live in the county and there's some crazy stuff going on then it'll be hard to figure out.

thats why i posted the pic here
i am really not sure what's going on other than it seems to work at the moment.
yes, it controls 2 outdoor fixtures that each have 2 floods. should have been a very simple swap for a new switch.
