The thing I don't get about that play is why couldn't the replay officials overturn the play based on the blockers being down field? Why can't a clearly missed penalty be reviewable on a touchdown play? The blockers being way downfield is what turns this from a legitimate football play into bush-league playground garbage. That's one of the major keys DBs use to read pass vs run and if it was missed on a reviewable play then that should be part of the review.

Can what's reviewable on replay be expanded in season, or is that also a rule change that has to wait until the off season?

I really do not know.

You know the axiom, you could call a penalty on every play?

I think the concept is to focus on the ball carrier on reviews; if something happens 20 yds away from the play, and it didn't draw the attention of the refs in the first place, it is usually safe to say it didn't affect the play.

I think you're right on this point, and I hope they do reconsider in the off-season. Regarding the HUNH and it happening, this is a much more legit and viable complaint than "it's bad for the players' health".

It is interesting that the play occurred twice, and involved 2 of the most HUNH type teams, vs traditionally strong defensive teams (although Miles has never made an issue of it like Saban has).
